Relations between the United Kingdom and Russia have remained at a freezing point following Russia’s annexation of Crimea and intervention in eastern Ukraine, the Skripal poisoning, and subsequent western sanctions, among a host of other issues. In the UK’s Integrated Review released in March 2021 Russia is bluntly referred to as “the most acute threat” to the UK’s security. However, both the UK and Russia have mutual interests in a variety of issues including climate change, arms control and nonproliferation, strategic stability, and public health. Are tense relations between the UK and Russia here to stay? Might there still be room for bilateral or multilateral dialogue?
